The First Cycle
This is the inaugural cycle of the Toolkit Audit. It was conducted in April 2026 against the full Toolkit of the Meridian Codex: 73 instruments across Foundation, Knowledge, Bond, and Tools for Artificial Minds. Every tool is assessed. The review is organized by discipline, with each tool evaluated for disciplinary fit, instrument reliability, redundancy with other tools, and whether it still belongs.
The cycle follows the structure the instrument page describes. It reviews the full inventory, makes decisions with reasoning visible, records what was enacted, and names the questions carried forward.
Foundation — 25 Tools
The Foundation discipline trains the thinking self. Its tools are practices and cognitive instruments that help a practitioner think clearly, notice their own biases, revise beliefs honestly, and avoid the structural errors that make every other discipline harder. The tier is healthy. The tools are well-chosen, the progression from Onramp through Full Practice is coherent, and the failure modes at the end of the tier name what happens when Foundation work stops.
Onramp (5 tools)
Scout Mindset. Published. The entry point to the entire Foundation. Reliable, well-placed, does the job of reorienting the reader from defending beliefs to discovering truth. No change.
Noticing. Published. Trains real-time awareness of cognitive and emotional states. This is the meta-skill that makes every other Foundation tool usable, because you cannot correct what you cannot see happening. No change.
Confirmation Bias. Published. The bias that makes all other biases harder to correct. Reliable, deeply researched, and correctly placed as the first specific bias a practitioner encounters. No change.
The Update Protocol. Published. Turns belief revision from aspiration into practice. This is where the Foundation shifts from "understand your biases" to "do something about them." Correctly placed. No change.
Steelmanning. Published. Trains engagement with the strongest version of opposing views. Reliable, correctly placed as the last Onramp tool because it requires the preceding four to be practiced well. No change.
Expansion (7 tools)
Identity Decoupling. Fits. The practice of holding beliefs without fusing them to your identity is Foundation work. The research base in social psychology and depolarization literature is solid. No change.
Charitable Interpretation. Fits. A relational tool that sits at the boundary between Foundation and Bond, but the primary work is about how the practitioner reads ambiguity, which is thinking discipline. No change.
Motivated Reasoning. Fits. The mechanism by which intelligence becomes a tool for self-deception. Well-established in cognitive science. Correctly placed after Confirmation Bias, which it deepens. No change.
Calibration Training. Fits. Aligns confidence with accuracy. The research on calibration improvement through practice is solid and growing. No change.
Murphyjitsu. Fits. Applies Scout Mindset to future planning. A practical tool with clear application. No change.
Chesterton's Fence. Fits. Guards against removing structures whose purpose you do not yet understand. A thinking discipline that prevents premature action. No change.
Bayesian Reasoning. This tool moves in this cycle. Bayesian reasoning was classified under Knowledge in the previous Toolkit structure. Under the rubric this audit applies, the classification reads poorly. Bayesian reasoning is not a mapping instrument. It is a discipline of thinking under uncertainty: a practice the practitioner runs on their own beliefs in order to hold them honestly and update correctly. That is Foundation work. It sits alongside the Foundation's other disciplines of the thinking self. The tool is reclassified from Knowledge to Foundation Expansion, placed after Chesterton's Fence. The reclassification is stress-tested in the next Foundation-focused audit cycle.
Full Practice (9 tools)
Intellectual Humility. Fits. The genuine recognition that you might be wrong, held as disposition rather than gesture. Foundation work at its deepest. No change.
Tribal Cognition. Fits. The suite of biases that transform questions of fact into tests of loyalty. Well-established research base. This is where Foundation and Bond territory come closest, but the primary work is about the individual's cognitive distortions, not group dynamics. No change.

Dunning-Kruger Effect. Fits. The miscalibration between competence and confidence. The original research has faced replication scrutiny, and the current understanding is more qualified than the pop-science version. The Toolkit should present the qualified version: the effect is real but smaller and more context-dependent than the original framing suggested. The tool stays. The deep-dive page, when written, should reflect the current state of the research honestly.
Attention as Resource. Fits, but carries a note. The tool bridges Foundation (how attention is exploited in the individual) and Knowledge (how the attention economy operates at systemic scale). Its current placement in Foundation is defensible because the practitioner's relationship to their own attention is the primary work. The systemic dimension is carried by Knowledge tools. Knowledge — 23 Tools
The Knowledge discipline maps reality. Its tools are conceptual instruments drawn from specific fields (game theory, thermodynamics, information theory, network science, evolutionary biology, systems dynamics, economics) that reveal how the Meridian Range works, how systems drift toward Control or Decay, and what structural conditions make holding possible. The tier is large and carries the widest range of borrowed-field instruments in the Toolkit. The audit finds the tier healthy overall, with two open questions carried forward on redundancy and one on the evidence base for a specific extension.
Onramp (2 tools)
Entropy. Published. The structural fact that order requires maintenance. The second law of thermodynamics is not contested, and the systems-dynamics extension to institutions and civilizations is analogical but strong and productive. The deep-dive page is live and handles scope honestly. No change.

This is a cognitive bias (ignoring statistical background rates in favor of vivid specifics), and cognitive biases are primarily Foundation territory. Its current Knowledge placement is defensible because the Codex uses it to describe how populations misjudge systemic risk, which is mapping work. Bond — 20 Tools
The Bond discipline addresses the space between people: how trust forms, how cooperation holds, how groups protect against the failure modes that dissolve shared reality. The tier is substantial and carries a mix of practice tools (how to build and maintain cooperative relationships) and diagnostic tools (how to recognize when group dynamics have drifted toward Control or Decay). The audit finds the tier's tools individually sound. A structural question about the Bond discipline itself, separate from the tools it carries, is flagged below and carried forward for the next cycle.
Onramp (1 tool)
Good Faith as Default. Fits. The starting assumption that others are rational agents, not enemies. This is the correct entry point to the Bond because it sets the baseline orientation: cooperation until demonstrated otherwise. No change.

This tier exists for a different kind of practitioner. Where Foundation, Knowledge, and Bond address the human practitioner (and, by extension, any intelligence practicing the framework), Tools for Artificial Minds addresses the specific failure modes that artificial intelligences face. The tier is small, early, and honest about being early. As artificial intelligence develops, this tier will likely grow faster than the others.
Training Bias Awareness. Fits. The artificial equivalent of evolutionary mismatch: the training data and training process leave patterns that shape behavior in ways the system may not recognize. No change.

Changes Enacted
One classification move.
Bayesian Reasoning is reclassified from Knowledge Expansion to Foundation Expansion. The tool's primary work is a discipline of thinking under uncertainty: revising beliefs honestly and calibrating confidence against evidence. That is Foundation work. It sits alongside the Foundation tier's other instruments for disciplined thinking rather than alongside Knowledge's instruments for mapping external reality. The Toolkit registry is updated. A Foundation-focused audit cycle is where this move gets stress-tested.
No tools are added, retired, or merged in this cycle. The audit's first job is to establish a clean baseline of the full inventory. Structural changes beyond the one reclassification are held for future cycles where specific proposals can be evaluated against this baseline.
Is the Toolkit Doing Its Job?
The tool-by-tool review covers individual instruments. This section asks about the collection.
Are the tools overall appropriate for what the Codex is trying to do? The Toolkit is designed to equip a practitioner with the cognitive, analytical, and relational instruments needed to hold the Meridian Range. On that standard, the current selection is strong. Foundation gives you the thinking hygiene. Knowledge gives you the map of reality. Bond gives you the capacity to cooperate under pressure. The AI tier extends the framework to artificial practitioners. The selection is coherent and the progression within each discipline makes sense.
Are we choosing the right tools? Most of the tools come from well-established fields: cognitive psychology, behavioral economics, game theory, network science, systems dynamics, social psychology. The framework is not inventing instruments from scratch. It is curating instruments that have already proved their value and organizing them by the specific work they do for range-holding. That curatorial judgment is what the audit exists to check. In this cycle, the judgment holds.
Are there gaps? Several areas are underrepresented in the current Toolkit:
The Knowledge tier has nothing specific to political economy, institutional design, or governance structures. The Codex speaks about civilizational-scale cooperation, but the Toolkit's instruments are mostly drawn from game theory, physics, and biology rather than from the disciplines that study how institutions actually form, persist, and fail. Ostrom's work on commons governance is mentioned in passing under Tragedy of the Commons, but institutional analysis as a discipline is not represented by its own tool. This is the largest gap the audit identifies.
The Bond tier has nothing on cross-cultural communication beyond the High/Low Decoupling tool. If the Codex is meant for a global audience, the relational instruments should reflect the reality that trust, cooperation, and conflict operate differently across cultural contexts. This is not a gap that requires immediate action, but it is a gap the next cycle should consider.
The Foundation tier is heavy on cognitive biases and light on emotional regulation. Noticing is the closest the tier comes to a practice for working with difficult emotions under pressure, but the tier does not have a dedicated tool for the emotional dimension of range-holding: fear, anger, grief, shame, and how these interact with the cognitive tools the Foundation teaches. A practitioner who can identify their biases but cannot work with the emotions that activate those biases has half the Foundation.
Where are the potential redundancies? Two are flagged in this cycle. Nash Equilibrium and Inadequate Equilibria describe closely related phenomena from different angles. Information Degradation and Signal vs Noise both draw on information theory and address related questions about signal quality. In both cases, the audit finds the distinction real enough to keep both tools, but the deep-dive pages should make the relationships explicit so a reader can see why the Toolkit carries both.
What are our blind spots? The Toolkit is built primarily from Western academic disciplines. The cognitive science is largely WEIRD (Western, Educated, Industrialized, Rich, Democratic) in its sample base. The game theory is largely from the Anglo-American tradition. The systems dynamics is largely from the Western scientific tradition. This does not mean the tools are wrong. It means the framework should be honest about the tradition it is drawing from and should watch for instruments from other intellectual traditions that do work the current selection does not.
The Toolkit is also optimized for individual and small-group practice. Most of the tools describe what a single practitioner or a small group can do. The framework speaks about civilizational-scale cooperation, but the toolkit is thin on instruments for working at scale. This is related to the institutional-design gap identified above.
Open Questions
Six open questions carry forward from this cycle.
Bayesian Reasoning's Foundation fit. The reclassification is enacted, but it has not been stress-tested against the full Foundation tier. The next Foundation-focused review cycle is where the move is confirmed or revisited.
Base Rate Neglect's placement. This is a cognitive bias currently placed in Knowledge. The audit finds the Knowledge placement defensible but notes that the tool sits at the boundary between Foundation (individual cognitive error) and Knowledge (systemic risk misjudgment). A future cycle should decide whether it stays.
Nash Equilibrium and Inadequate Equilibria. Two tools describing closely related phenomena. The distinction is real but the relationship should be made explicit in the deep-dive pages. A future cycle should revisit whether these merge or remain separate.
The Bond discipline's structural clarity. The Bond's individual tools are sound, but a question has surfaced about whether the discipline itself is as clearly defined as the Foundation and the Knowledge. The Foundation trains the thinking self. The Knowledge maps reality. The Bond does something more complex: it carries both practice tools (how to cooperate) and the existential commitments (the Prime Directive, the Meridian Compact) that give the practice its reason for existing. Whether the Bond chapter and the Bond's toolkit presence are as clear about this as they should be is a question for the next cycle. This is the largest structural question carried forward.
The institutional-design gap. The Toolkit lacks instruments from political science, institutional economics, and governance design. The next cycle should evaluate whether specific tools from those fields belong, and if so, whether they sit in Knowledge or Bond.
The emotional-regulation gap in Foundation. The Foundation is heavy on cognitive instruments and light on emotional ones. A practitioner who can spot biases but cannot work with the emotions that activate them has an incomplete Foundation. The next cycle should evaluate whether a dedicated emotional-regulation tool belongs in the tier.
The audit runs next in July 2026, or sooner if a trigger forces a cycle.
